top bar hive swarm attractant, lack of bees

have placed a top bar hive , using lemon grass oil . I got one looker almost a month ago when I first set the hive. went out today . plums , pears, apples , and many dandelions all bloomed . temp near 70 . I only saw one bee near a dandelion "didn't land" none on any fruit trees none checking out the hive. should I think to move to a different location? all these trees are within 100 yds . blackberries will bloom soon about 100 yds of rows plus many more wild in woods.

Unfortunately, even though you have placed an ideal home for bees on your property does not mean any will necessarily move in, especially if the bee population in your area is low. If you do not want to purchase a package of bees, try to get your name on swarm collection lists in your area, and you may wish to set up additional swarm traps in your area.
