Ok, So I am running behind as normal and need to pull honey supers off my hives.  When I do that I will need to place at least one empty super back on so the girls will have room.  The supers I have give to the bees during this time  will be freshly painted.  Say like 5 hours from being painted.  Will this be ok?

As long as they are dry to the touch they should be fine.

they will be fine but if you want just swap out frames

depends what king of paint you are using, and what your bees are doing. some of my hives get heavy outside use/bearding/running/etc some do not, at various times/etc. assuming latex, it should be fine.

right. I do put it on the top lips though myself. not in the frame groove, but everywhere the bees won't be going, and on the bottom board. some people do not do the bottom board, but I do. I also paint the inside of the cover, though not the inner cover.

I have no idea, but wear disposable gloves when you handle them, in case some of the paint in the crevaces are still wet.  I've have gotten paint on my fingers a full week after I painted a hive and let it dry in the sun, due to some paint in some hole or corner or somewhere not quite being dry yet.
