Just remember patience with the split. Could be 28 +/- a few days from beginning, before the new queen begins to lay. The cell was capped when you made the split so subtract at least 8 days from the 28.

If I need another queen, or another back-up , in case the original split does not turn out, I would put the cell in a mating nuc. Sometimes it is hard to curb a swarm impulse even with a split. I have had hives I could not stop regardless of how many times I broke it down. And then again as mech said there is also the chance they are trying to supercede her.
