Alright so I did my inspections today on my two hives and noticed on one of the there was some black mold on the top cover and the frames have been swelling from moisture and also found small spots of mold on the top bars. I have two top entrance hives with solid bottom board for right now,I also have the entrance reduced to about 2 1/2 to 3 inches. It's so odd because both of my hives are exactly the same and my other hive is doing great, not a stitch of moisture or mold. How should i go about this?

I wouldn't worry about it.  I had a couple of hives that hd water puddles on the inner cover from condensation.  I attribute it to the bees drying the nectar.  And during a good flow they have a lot of drying to do.  The difference between your hives could be one found a better nectar source.

also these hives are new packages I installed on april 16, is it still something that I shouldn't be too worried about? I have noticed that on the good hive the bee population in that hive is slightly bigger than the other and it seems like they are a step ahead as far as storing a little honey and building comb

I would not worry about it. I had a large hive, one of about 10, that when I removed the cover over my screen top board, which has ventilation slots, the water would pour off the inside of the roof onto my sneakers. I did it several times during the flow. Never did figure out why that hive was so different.
You may want to make sure that the hive slopes to the front a little to allow the water to flow to the front of the hive and not drip into the center of the hive.
