Bees Scrambling

Well I just received my bees today. And sprayed them with cool water. Then about an hour later I gave them 1 to 1 ratio sugar to water liquid. And since it is raining I cannot hive them for another day. Now they are buzzing like crazy and are scrambling all over the place inside of the box.
Is this normal?

They try to come out to fly. Box should be in dark cool place.
