I don't tillie, I just put a queen excluder under the rack and a entrance reducer to keep the mice out, the queen excluder keep the out of the comb if they get past the entrance reducer.....
THAT's ME TO THE LEFT JUST 5 MONTHS FROM NOW!!!!!!!!

The only slatted rack I remove is the top one, the bees really don't need the extra space during the winter but it is the first thing I put back on in the spring.  It makes a good platform for feeding cans if feeding is found to be necessary besides giving the bees extra room from the git go.  It's part of my swarm management program.

I have never put a rack on top, but it is a good idea...
