whats the best way to feed bees when it is 20 degrees

Given the time of year, I'd assume farenheit.  The best way would have been to make sure the bees had enough honey prior to going into winter when it got that cold.  I'm not sure if bees will take feed when it is that cold.  They'll be in a tight cluster already.

don't some people add a medium or shallow empty super as a spacer.  Then put a piece of newspaper on top of the frames and put sugar on top of it?

Seeing how it's been an unusually weird winter for most people, the bees are going through alot of stores. 

Many people use dry sugar on a sheet of newspaper or on top of the inner cover with a shim or shallow to allow space. I just put some fondant directly over the cluster of one of my hives with a shallow over top so they have room to maneuver.

They usually won't take syrup this cold.

They won't take syrup at that temp.  They might eat candy or dry sugar if they are starving.  They won't store it.
