Queen cells, swarming

Should queen cells be cut out of foundation, to prevent swarming?

I think they will just put them back, someone once told me to listen to the bees.

no, it's not gonna stop them from swarming. swarm cells itself are only a sign that the colony is doing good, is satisfied-or so i've been told.
