Popsicle starter strips

I must not be doing the popsicle trick right - in boxes with both starter strips on some frames and popsicle sticks on others, the bees act as though the frames with the popsicle sticks do not exist and do not build ANYTHING in the frame.

I've mixed wax starter strips, popsicle sticks, and wedges rotated 90 degrees as a guide in the same super and have had the bees draw them all out without a noticable problem.  But then the popsicle sticks where recycled from my grandkids so might still have had some Chocolate or flavoring on them.
