Bees and wind speed

Today the bees were finally able to come out after 6 weeks of frigid temps. Everything seemed to be going well until I checked on them tonight (This is my first year). I noticed 4 small clusters had gathered on some wooden stakes I had laying on the ground right outside their hive. Our wind speeds had picked up to 30 MPH. I leaned the stakes against the entrance of the hive and they soon dispersed back inside. I've read about the certain temps they come out in but do they have trouble flying at certain wind speeds?

"They" say bees won't fly in speeds over 20 or 25 mph. But my bees do. As we don't have many wind breaks around here they go real low to the ground and use weeds and grass as wind breaks to get to where they need to go.

Until yesterday I thought bees wouldn't come out to fly in temps under 38 F or wind speeds over 35 mph.  Yesterday they were out and both conditions were in effect and it was snowing to boot.  As Pooh is oft quoted, "You can tell with bees!"
