I definitely have more drone comb than that in my one hive. The broom chamber spans through about two and a half mediums, and if I had to guess I'd say nearly 5 whole frames of drone comb. I'm kinda confused that there's just one cell in a swarm location. I understand that they'll build a supercedure cell wherever they can, but wouldn't there be more?

Move your drone combs to the 1 & 10 spots in the hive bodies, that is the normal food stores area in the brood chamber, once the drone pupae hatch the bees will fill them with stores.  Put some empty frames next to the worker brood cells and the bees will then drawn those out as worker sized cells.  If the drones getted chilled don't worry, they're not that big of a loss.  Use the frames you have as bait frames for the next super.  It is better to super too soon than too late, if you have 2 1/2 mediums they can use anothe super now.

They actually hive 4 mediums, and I put another one on the better hive. I was just talking about the brood they have. I was going to move the drone brood to the outside, but a lot of the outside frames already had drone brood..?

Use your hive tool to uncap the drone brood, after the bees clean out the cells they'll most likely fill them with stores, especially if the frames are on the outside of the super.
