Thats' exactly what I was thinking.  What this comes down to is he's set this up so those who donate "Feel good" about themselves.  If he can find people who are willing to donate the $20K he's looking for power to him, though it seems slimey to me.  If someone's got more money than brains they will be soon parted from the former no matter where they are.
