I have noticed with both of my new hives that there is not much new comb building going on.  I am using ten frame no foundation.  I've seen two tear drop combs built in the last three weeks.  Any suggestions?

Feed feed feed and if that doesn't work take 2 asprin and call me in the morning.  All joking aside all you can do is feed.

It all depends on the bees.   How many are there, the age of the bees, and the honey (food) flow for them to build.

.
Bees draw only those combs which they can cover.
Then  you wait 4 weeks that new bees begin to need more space.

The hives are about 4 weeks old.  They were started from Nucs.  The flow is all but gone for now.  We are Waugh to see if the Brazilian Pepper bloom is big this year.  For now, sugar syrup will have to do.  I currently have an entrance feeder inside the hive (in an empty deep).  Is there a better way?

Bees build comb when they need it and they have the resources to build it and the temperatures to build it.  The need is that there is nectar coming in with no where to store it.  The resources are nectar and bees to build it.  The temperatures can be overcome with enough bees, but generally they don't like to draw comb when it's cool as it is much less work when it's hot.
