Bees Drowning.....

I am a new beek with 5 hives and I noticed that there have been quite a few dead floating in the feeder in the last two weeks. Is this normal? I noticed this at the beginning spring, it was a colder than normal spring here in California. Any ideas? The drownings occur ed in 3 of the 5 hives.
