2 week old nuc

Question and i believe I know the answer.  I went to look at my hives today and notice a cluster in front of Nuc entrance.  I put in a queen cell from another hive to start this Nuc.  They cant be swarming already?  It's 85 degrees I guess they are hot and the girls are looking to get a tan.

Probably not. They may be crowded or hot.
