Texas sage need lime to get near neutral soil, it grows well in sand and rocky soil, mine are in sandy loam and doing well.   Florida Texas Sage plants  probably need lime.

Actually, Texas sage prefers alkaline soil.  You'd add Agricultural lime to acidic soil to raise the pH, but if you already have alkaline soil, no lime would be needed.  It does prefer well-drained soil.  Avoid overwatering.  It's a good plant for xeriscape gardens.
