Swapping Supers

This is my first year beekeeping and my only hive. I checked it this morning to see if both supers were full for the winter. The top super had only one side empty on each end, and the bottom had 2 frames on each side that had not been drawn out. Should I switch the supers or will they move back down and fill the bottom super? Thanks

You need an answer from someone where you live.  Here, it would be a waste of time as they are filling nothing right now.

I think you can switch them and allow them to fill the remaining box. I'm in Talladega and between the rain showers my girls are working the goldenrod and other fall flowers like crazy.
