What to do with sheets of crystallized sugar?

The bees are barely taking syrup from the Hive-top feeder anymore.  The remaining syrup in the HTF's has crystallized into sheets of rock candy.  Is it OK to put these sheets directly on top of the frames or should I throw it out? (Non-medicated)

I plan to stop feeding them with the HTF until the queen starts laying again in January.

The bees will definitely eat this. I have the same thing in my HTFs and I just placed the feeders out and the bees ate it all.

You can put it right on the top bars and they will eat it if they need it.   I would advise against open feeding if there is no flow as there is a good chance it will lead to robbing.
