After a newspaper combine....

I got a small swarm on Saturday and I just combined it this morning with another swarm that I caught a few days before.  Both were a bit small so I thought it best to combine.  Right now there are a few bees clustering together on the outside of the upper deep.  My wife first noticed this happening a few hours ago and now she's tells me that the numbers are growing, she estimated about fifty bees currently.  Is this anything to be concerned about? Any idea why they are doing this?  My wife speculated that some of the bees from the upper deep got outside and are not being permitted readmittance.

If both had queens, it is likely one escaped before being done in. Check the cluster for a queen. If not, they will join the hive shortly.
