I just spotted the queen laying 2-3 eggs in a cell. It only happened on about 5% of the total amount of new eggs laid. Any cause for concern?

No cause for concern --- sometimes a queen will do this when she starts laying.

I had a new queen doing the same thing last week.  Make sure she has enough open comb.  The cells with 2-3 eggs now have one larva and are growing, Q is laying very well now.  It scared me too.

A young queen will do that quite often when she first starts laying. It won't take long for her to get it right.

Are there conditions where eggs won't hatch? Reason to this question coz there are less than half a frame of bees in the hive.

I am also wondering if the queen will lay a level or amount that is manageable to the amount of bees in the hive to nurse the larvae.
