I checked my 2 new hives and found that I have 2 - 3 frames of brood in the lower box. The 2nd box is honey or partial honey and the 3rd level boxes are just starting on honey.
Is it normal to have 2-3 frames of brood or should I have expected more?

Please provide a little more information, such as: are they deep or medium boxes; how long have the bees been working; is there still pollen in your area. All of these and what ever more you can add will help us help you.  -Mike

and is there room for any more brood or have they filled everything with honey?

My bees have brood in about 5 frames at the moment and have space for brood in adjacent frames if they want to expand more.

In Michigan, this time of year, I would hope to have 6 to 8 deep frames being use for a brood nest.  That doesn't mean capped, just available.

Oh ya, I must have been half asleep.....
I forgot that everybody doesn't have 10 frame full sized supers!
Full supers. Started them last week of May this year with 4 frame nucs. Bees are actively bringing in something, not sure what exactly. Still many wildflowers in bloom and Goldenrod has been yellowing for over 1 week.
The other frames at the lower box have honey in them. The Box above has mostly honey in one hive, the other hive has room for brood or honey in the 2nd box.
Hope this helps....
