When to add a super to new hive with old comb?

My first bees did not make it thru the winter so I bought new ones. Before they arrived I still had a small opening and had robbers coming in. I had someone check it all out before I added the new bees to the old hive. I know the rule of thumb if they didn't have comb built but what is it when I already have established comb to add a new super? Thanks.

normal inspectons cycles and when they almost to the outside frames add the next super?
Just a beek trying to get ready for winter.

That's what I was thinking. When they have brood in about seven or eight.

that would be my thought. maybe moving two frames up into the new box.
