Question for seasoned beeks on high moisture capped honey

There are a lot of reports on this board about fully capped honey being around 20%. i extracted honey for a new beek friend and measured it at 20%. Is this something that is new or has this been going on for decades on longer? I'm wondering if this is the result of some of the new pesticides.

except for someone from iowa i've only seen people in the southeast reporting it.  i'd be more likely to blame it on all the rain than pesticides.

I talked to Jerry at Dadant's Friday, he said that every bit of his honey has been high in moisture this year and most of the commercial beekeepers he's talked to report the same.
It's got to be the rain, I don't remember a summer this wet in a long time.
