I saw this flowering shrub today and the bees were all over it, does anyone know what it is?

Looks something like a vitex. Maybe a butterfly bush.

Pot plants don't have blue flowers, male or female. Its not pot.

It may be a form of vitex, but my neighbor's is six feet tall and edges of the leaves are smooth.  Someone dropped off two in pots at my house today and they both have smooth edged leaves.  Other varieties may have the sawtooth edge in your photo.  There are different varieties, but my search of vitex doesn't show this leaf edge, so I can't say for sure.  I'd suggest you send your picture to your county agent's office.  They probably have Master Gardeners whose job as volunteers is to help people with horticulure questions.  Vitex have beautiful blue flowers and the bees love them.  They can grow to 25 feet, but usually are 12-15 feet tall.  Need full sun.  Blooms all summer. Deciduous.

I Googled vitex leaf and found Vitex Negundo, then Googled that and found photos with serrated leaves as in your picture.  Vitex originated in India and Asia and there are apparently many varieties.  It has adapted well in the southern states.  It has medicinal uses, one of which is in PMS, so any guys who get beat up every 28 days should definitely have vitex trees.  Wonder if it helps calm the bees?  Some of mine act like their having PMS at times.  As a Dallas County Master Gardener I completely disavow the last few sentences.  My computer must have been hacked 

insect repellant.  crush leaves and rub the juice on yourself.
the gnats are terrible down here and vitex is the only thing i've found that will keep them out of my face.  they hover within inches but don't end up in your mouth, nose or eyes nearly as much.

Dallasbeek

That's good to know.  Wonder if it works on mosquitos?  I hate using Deet on my face -- anywhere, really, and have taken to wearing my veil when I'm working outside where mosquitos are all over you.

I'd rub it on my arm before I put it on my face just to be sure you don't have a reaction.

It is a vitex or chaste tree........  I know because I have a couple at my Bee Yard......  The looks vary depending on the varity and your soil or if you prune it etc...

And no pot does not have blue flowers.

Glock, I wouldn't have recognized the first one as a pot plant. I quit smoking pot in the early 80's. Back when I was in High School the local law enforcement was pretty ignorant when it came to identifying the plant. Not that they were ignorant, it was basically a new thing that they had never ran across. That was in the 70's.
