Requeening cutout

I was talking to a guy that is just getting in beekeeping in Florida . He has swarms and hives that make his property home every year, and decided that this year he would buy a box and do a cutout on one hive that move into a bird house. However he talked to a man that insisted that all swarms/ cutouts must be requeened by law. I have done a couple cutouts and swarm removals myself but have never heard of this law... Have I over looked this law or is some one just giving this guy a hard time?

Hard time. It is recommended, not law.

It is per the Best Methods and Practices.
When you get inspected, they really push for you to sign it. Tell him to bee careful. There are a lot of AHB hives down there. Swarms and small hives can be gentle starting out and then get defensive.
When they change, you can have thousands of bees react at once compared to a few that react from European bees.
