What is this?

I just added another super for a second brood box. I checked on it a week after, about 30 days total. I thought these were bur cones but it looks like it's just filled with nectar?

Looks like burr combs that were attached to another frame and broke off when you pulled the frame out. Just remove it and stick it in your mouth.  :happy:
If the bees are on it just wiggle it and they will leave.

Preferably,   you should wiggle it BEFORE sticking it in your mouth   :wink:

I think the comb on the bottoms of the frames are ladders for the bees to get up into the combs.

+1   the bees would prefer one large sheet of continuous comb and fill in the gaps sometimes with comb to make it more to their liking I think.
