Is this a queen cell?

I have 2 hives started at the same time 80 days ago. One is doing better than the other. I added a super to each of them. One took it well, the other hasn't touched it. Wondering if I lost my queen? I took some pictures and a quick film:

No. Queen cells are the only brood cells that hang vertically. That damaged section of comb has a horizontal cell.

I guess that's a relief. I'll be more relieved when I learn why they are not entering the super...

Probably not enough bees or a low flow. If you have a drawn comb, the size of of the super your using, move it into the super.

I just realized I'm a "House Bee" now. I should know these thing! Ha!
I guess I should stop comparing the two hives even tho I started them as package bees both at the same time and do everything the same. Probably just bee social mannerisms. As a brand new Beekeeper, I'm happy they both are still even going.

Should I take one from the middle and switch with one from the super? All my boxes are the same size.

How is you flow going. You may not want to give them to much space to build if you flow is almost over or over. Think about winter stores and the size of the hive they have to maintain thru winter. Check with beeks in your area to find out how they are setting up for the fall.

Ok, I will. Thinking that it's better to be contained in the two brood boxes through the winter if the flow is low?

That is not a Queen cell.

Does your weak hive have any brood in it?
If not you need to decide weather you want to combine them to over winter or try to  start a new Queen in the weak hive.
If you want to start a new Queen start buy moving a frame with uncapped brood from the strong hive and put it in the center of the week hive's bottom box.
Remove the top box on the weak hive and set it aside for a month or so.
Also join a local club and get a local mentor who can help you learn locally.

Thank you. It's a different world than 30 years ago for sure. Good thing I have my bees! *grin!*
I'm going to check again today with my jewelry eyeglasses to see. I do need to find a local group especially if I re queen. That's seems challenging! My only local guidance is a friend who I modeled after and her hive did well up until last month. She doesn't have many bees in either hive after the first year but they are making honey like crazy! Neither one of us can explain that.
