Not building

Alright, I know this has been answered many a times, and I know there are many opinions. Me and a another beekeeper have fought over this topic many times, so we're asking ya'll. Lets say I have 2x brood chambers - and the bees are NOT building in the third super at all. However -> they are packed and fully built on both chambers. They are both brood chambers, so we don't really want to break them up, and put the non-built super in the middle. And I don't want to feed the bees - because its in the middle of the flow.

What is THE answer to this?

What type frames/foundation do you have?

Make  the third box the same size as the first two. Now, take the most outside frames from the top brood chamber, if they are drawn out. If not get the next two from the outside. Put these in the middle of the third and move the second or third frame, whitch ever it is to the outside. If it doesen't have brood on it.
In other words any frame away from the brood that is drawn out move to the out side and Put the new frame/foundation  in the second or third place from the outer frame in the second.
