Should I add a super?

I have two hives that I got about 5 weeks ago.  Both with one deep and one medium super. 

On Saturday, I inspected both hives.  This is the 3rd inspection I have done.  I really don't want to intrude to much but I had not yet been able to find eggs so I needed to try again to confirm the presense of the queen.  I found eggs and lots of them as well as tiny larva in both hives.  Yippee.

Both hives are about 90% built out in foundation in both the deep and super.  The queen is laying in the super in both hives on 3-4 frames.

One of the hives it noticably stronger than the other although they both are full of bees.  Just one really seems busting with bees.  Virtually every frame on the stronger hive is covered with bees and when opening the inner cover, the bees are everywhere. 

The fall flow does not start until the middle of Sept here in FL according to our state inspector and other reading I have done.  We have been getting good amounts of rain the past several weeks.

Should I add a super to one or both now?

you should add to the one that the bees are busting out of.

If you don't and you have a good fall flow, they could become honeybound and swarm on you, stay ahead of them.

Sounds like things are doing well down south.  I would add the super to both hives if they have already move up and started laying in the first super.  just my 2 centz
