Measurenment clarification needed

Not being the sharpest tack in the box, I need some help !

A.I Root , ABC-XYZ  1983 Edition

Pollen traps
p. 515 & 516 trap diagrams, both show
" 3/16 diam. holes, 51 % open "

{ I don't believe this means 51 % holes open & 49 %  closed, If that is it, why would you drill the extra 49 % holes to close them off ??? }

Could someone who has this book and would check, give me their interpertation of this plan.

I just use #5 hardware cloth.  It's what the best traps use as well.  Sundance and Sundance II are both #5 hardware cloth for the pollen remover and #7 for the bottom of that section to let the pollen fall through and screen door screen for the bottom of the drawer to let the moisture out.  That's way too many holes to be drilling.
