looks like fungus.  doesn't look like it's doing your tree much good.  i'd guess that the bees will avoid things that are not good for them if they have the choice.

We've had this fungus on one of our large cedar trees, too.  It doesn't seem to hurt it.  It will turn brown when it matures and the spores will blow away.  The bees don't go around it.  It must not be sweet.

I think the common name for it is pouck fungus (Sp) (up chuck)

I've seen this same fungus looking stuff on pine trees and other trees before, late winter. It didn't seem to hurt the trees.

yeah I've seen that on some cedar trees almost every spring.  I've never seen it cause a problem.

It is most definitly a fungus and it is seen in cedars all over the country it can and probably will kill the ends that it is on but no real permanent damage to the tree itself when it dries you will see a gall or a brown ball on the limb you can cut them off and limit the fungus but as you have already figured out that is way to much work. Usually you will see the slimey part of the fungus after so called warm spring rains or warm summer rains this is how it spreads itsself. More of a messy nuisance than anything. I'm told you can get it cured by having the entire tree sprayed with the appropiate fungicide but that means professional sprayers and a lot of money. Then next spring your neibors trees gives it to them again and you start over.If it was me I would leave it alone.

Mike, I have seen something similar, I even think it may be an edible fungus, although it looks pretty hideous, not sure if I would eat it.  Beautiful day in this great life,  Cindi
