partial capping

What was expected to be the second brood box turned into a full honey supper with one exception.  The bees capped a little over half the cells (all at the top) in all ten frames.  First thought was that the queen might lay brood in the lower sections that were adjacent to the bottom brood box but all cells are filled with honey (just not all capped).  Anybody experienced this or know why it happened?
