As far as foundation and frames go, I find the cheapest is the 1 piece plastic frames/foundation, although they take a bit more work.

Mann Lake will sometimes run these at about $1/frame, but mostly more than that, you have to watch it for bargains.  In fact a couple of months ago(don't know if they still have them) they had some "damaged" medium full plastic reinforced frames/foundation for $1/each that actually had nothing wrong with them.
