I think this is normal, but could you clarify?

I think I have seen other posts regarding "bearding".  Is this bearding?  If it is, from what I understand it is normal, and not an indication of anything bad.  Is that true? 

The bees were in this formation during the waning hours of daylight.  It had been a day in the 90's.  I just wanted to make sure that it was normal.

I just started seeing that too at night.

so, this is just temperature regulation and not necessarily lack of space?
