I had one hive that just didn't make it this year and ended up with waxmoths.  Luckily I still have one hive that's doing well.  I have frozen the infected frames so hopefully all larva and eggs are now dead.  Can I just hang these frames near my good hive and have those bees clean the 'bad' frames?  Or do I need to remove all the comb and start over next year with new foundation?

Thanks

wait until you can put them in a hive the bees will take care of the frames
never take the top off a hive on a day that you wouldn't want the roof taken off your house

It depends on how severe the infestation was. If it is too severe, you may be better off to scrape them off and start over. Or, when your other hive needs a second brood chamber, I would add this one and let the bees clean it up. I would help them some by removing any cocoons. Freezing the frames was the right thing to do to prevent further damage.
