Its a queen cell of some type that the bees decided to close.

I'm a new beekeeper so I really don't know much.  But from what I've read swarm cells hang off the bottom of the frame normally don't they?  If it's a queen cell it would be a supercedure cell since it's closer to the center of the frame.  I'm not all that knowledgeable, but I don't think it is or was a queen cell and no, it's not upside down.

I was thinking supercedure cell and said swarm.  Thanks for the correction, and yes I am aware the picture is not upside now.  I was joking.  Anyway, sure looks like a queen cell of some sort.  If it's not, I'm just as curious as to what they were doing myself.

I think it is either a piece of a queen cell (supercedure) (in your area I'd say that it would be from last year) or a section of bridge comb.  Or a piece of a queen cell they build into bridge comb.
