Honey and pollen bound. I could sure use some advice on this one.

I recently replaced a queen that had, for lack of a better description, some pretty odd behavior.  Hard to describe but she and her offspring were just much different than anything I have ever experienced.  The hive never really seemed to me very organized.  I've always had a problem with them storing pollen in the supers.  One of the mediums is half full of pollen.  And lastly, they have always been hot!  She was laying good patterns and filling up the frames so I added a medium on top of the deep brood chamber a few weeks ago.  Problem is she began laying exclusively in the medium and pretty much abandoned the deep.  As a result, the deep brood chamber is now honey and pollen bound.  I have been very careful to monitor the supers and made certain that they have had plenty of room for stores above the brood area.  Now the new queen, who was accepted, is pretty much confined to the one medium super.  Any recommendations on how to clean that up so the new girl will have plenty of room in the deep too?  I was thinking about doing a split and introducing a mated queen but wasn't sure if it was getting a little late for that.  I expect a dearth in my area soon if it gets as hot as it usually does.  Appreciate any advice.

Pull some of the honey frames out of the lower deep and put it in the freezer until you can extract it or use it for winter stores. Replace them with frames of foundation. The queen is in the medium because that's where she had room to lay. You could try reversing the bottom deep with the medium after switching out those honey frames, but in order for her to go back into the deep there has to be empty space to lay in. You also might consider going to a double deep brood configuration.
