Candy Board vs. Inner Cover

Just curious, does the candy board replace the inner cover while in use, or go under ( or above) it?

Any thoughts on their usefulness, etc. or alternatives?

you can put them under the inner or take the inners off but dont put them above it

A related question:  what are the advantages/disadvantages of using a candy board vs dry sugar?  Would you get more moisture release/build up with a candy board?
