Have a few frames of capped honey from a weak hive that perished. Is it to early to feed it back to the survivors?

No, You could either place the frames outside the hive for them to rob or preferably on a warm day when you do an inspection put them in the boxes already on the hive just outside the cluster.

I would put them IN or ON a hive.  I would not leave them out to be robbed.  You make the bees work harder and you cause a frenzy that could get out of control if you leave them out.
