Why didn't they swarm?

I always thought that the hive will swarm soon as the first queen cell is capped. Well caught this hive just in time and they were socked in with capped queen cells on almost all frames. Found the queen and placed her into the split so things should be good

But why didn't they swarm out already when all the queen cells were capped? We've had good weather for the past few days.
