What is the best time to inspect. I have been inspecting early in the morning and it seems to work for me but I have read that 10 am to the evening is the best times. Does it really matter?

Any clear, calm time is good. Wait 'til it's warm so the field force is mostly gone.

Scott
"In the first place, we should insist that if the immigrant who comes here in good faith becomes an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or origin. But this is predicated upon the person's becoming in every facet an American, and nothing but an American...There can be no divided allegiance here. Any man who says he is an American, but something else also, isn't an American at all. We have room for but one flag, the American flag...We have room for but one language here, and that is the English language...And we have room for but one sole loyalty and that is a loyalty to the American people."

.
In the evening bees become quite furious. I do not recommend 2-3 hours before sunset.

Ten to four would be when lot of workers will be working, not be in hive.  I may get out there a little earlier sometimes because of the heat.  I do usually wear a bee suit, and go slow looking at supers, frames, doing an inspection.  Give'm a puff of smoke every now and then and have at it.

I don't worry about the time as long as it is while the sun is up. What I do care about is the tempertures. If the temps are going to get above 70 degrees I wait until then if I can.  I will open a hive anytime the temps are above 50 to feed.
Winter Ventilation: Wet bees die in hours maybe minutes, no matter how much honey is in the hive.

If you see all the things that need to be in the second brood box, what would be a good reason go into the bottom brood box? I'm useing all mediums.
