Honey flow but no honey????

I dont understand why my bees are not producing honey.  They filled a shallow super early in the year, but now they won't do anything.  There have been two nectar flows back to back here and nothing in my surplus super.  There was one flow that the old timers call waterweed.  It has a long tassle like bloom similar in appearance to  sourwood.  They say it is a delicious light honey. Now there is also a goldenrod bloom.  They haven't stored a cell of surplus honey. Anyone have any ideas what might be wrong?

Do you have a queen excluder on?

I had a similar problem.  Turned out to be robbing.  Check the "Starving Hive" thread.  There's a lot of information in there that might be able to help you.
