Honey Labels

What are the regulations regarding placing "grade A" or "fancy" on a honey label?  Is it up to you?  If that is the case, it seems like little more than a marketing gimmick, like many things i suppose.....

All I know is it has to do with their color grading system.  Grade A is light honey.  Not necessarily good honey.  :)
