I have 2 hives side by side and the one has bees flying in all weather while the others hardly show themselves. At 1st I thought that I had lost that hive but then I popped the top a crack and there seems to be plenty of bees and feed. I worried that the 'flyers' might be low on feed - hence the need to send out flyers - so I popped their top too and they seem to have plenty of stores. So it's a mystery to me also...

with some good sunshine, I have been surprised at the temps my bees have been seen flying in. They were at my open feeder in good numbers taking sugar syrup at 43 degrees a couple weeks ago.  They got through the hard crust and were pumping liquid out of there like crazy.

Looks like it will be a while before I see them again though. :-(

South Florida Bees  :-D

Flying in the snow is pretty common in later winter.  When you gotta go, you gotta go!  This time of year it really seems to depend upon how warm the box is.  A cool box (few bees, little insulation, shade, etc) is just going to be huddled together for dear life.  A warm box (lots of bees, insulation, solar gain, etc) is going to be a little more adventurous on a sunny day.
