Sounds like a "Black Talon" or a "Glaser Safety Slug".  Reality is that it's safer because it won't penetrate walls and while it may leave "shrapnel" the "shrapnel" doesn't penetrate very far.  The deadliest bullet is one that expands as much as it can while staying in one piece and penetrating almost all the way through the body.  This transfers all the energy to damage, focuses the damage in the place you shot and penetrates far enough to get into the vitals.  Making it sound more dangerous is all in the "spin".  They made that mistake with "Black Talons" and ended up having to take them off the market after a shooting in NYC while "Glaser Safety Slugs" are almost the same thing and are still on the market.
