Why won't they fill repaired comb?

I had some sticky frames with holes (some fist size) so I put them in a honey super and the girls repaired them all beautifully with drone comb. The repaired frames have been through a couple of "cycles" now and the girls fill and cap all the cells except the repaired drone comb which are left totally empty on both sides. Any explanation for this ? Should I just cut out the whole foundation and start from scratch?

Wombat,
When you say filled, did they fill the rest with brood or is it honey? Where in the hive is it?
If honey, is this frame above a queen exclude. If so, the bees are waiting for the queen to lay drone eggs.
Try cutting it out the damaged area again when the number of bees is low andthey may correct it.
