I have a neighbor about 1 1/2 miles down the road who called me about removing wasps from his house, come to find out he wants honeybees! so next spring, if I have resources, I'm going to give him a nuc
I'm new, so I don't know much, please bee nice!

Great to hear he's interested!  In the meanwhile, point him in the direction of knowledge.
Personally, I would sell him the nucs,  discounted for a friend perhaps.  I have a lot of dollars tied up in these expensive critters and I want them to become self-supporting, not a continual money pit.
Winter is coming.

I can't say I hate the government, but I am proudly distrustful of them.

I'll second that. I'm hoping to, after I retire, make a living from them.

People will take better care of something they pay for than something they can get for free.   SELL THEM.

Sorry, was confused at the responses, I am planning on selling it to him for $100 instead of $150 like most places charge for nuc's (no offence to anyone who does)
