Hmmm, first inspection

OK, me again, I posted an hour or so ago (a few posts down).  New bee keeper, two hives, installed Friday.  Last couple days noticing the two hive (50 yards apart) going in and out of each other.  I've just got completed going in for my first time and seeing if the queens were released and how things were looking.
1st hive....burr comb all around and beside the queen cage which was empty.  Queen was spotted a few frames over.  I assume all is great.  Comb being built and filling it with nectar/sugar water and even many filled with pollen.
2nd hive hmmm.......bees forming chain like stings all over inside.  The queen cage was totally covered with a ball of bees aggressively chewing on it.  The queen was not in it.  I looked and looked and removed all frames and could not find the queen.  I did however find many of the ball looking wax objects my book calls queen cells being formed on about 4 different frames.
Suppose the queen is still there and alive and all is well, or is that wishful thinking of a new bee keeper?

On hive 2 they are probably superseding her.

The clinging together of the bees is them building comb. It's a good thing.

With out a picture, hard to tell. Was it a package or a nuc. If it was a package, it is hard to believe that they had enough time to release her and get her to lay eggs in the queen cups that fast.
